About the Role
The Driver and Vehicle Licensing Agency (DVLA) is looking for Senior Business Analysts to join its Information Technology Services team in Swansea.
The successful candidates will work as part of a multi-disciplinary team, leading the definition and management of features for products and supporting Lead Business Analysts on more complex deliveries and services.
The role offers an opportunity to work with stakeholders across the organisation, drive business change, investigate complex problems and help define requirements that turn organisational challenges into opportunities.
You will also have the opportunity to mentor less experienced colleagues and contribute to the DVLA’s Business Analyst community and wider Government communities.
Key Responsibilities
As a Senior Business Analyst, you will:
- Work with the Service Designer to define strategic outcomes for products and translate these into epics, features and user stories.
- Lead investigations into problems and opportunities across existing and new services.
- Analyse complex information and use findings to develop recommendations and service improvements.
- Facilitate agile workshops and discussions to gather functional and non-functional requirements.
- Build and manage strong stakeholder relationships.
- Influence, facilitate and communicate effectively to identify solutions to business problems.
- Challenge existing business practices and identify opportunities to improve organisational efficiency.
- Mentor and act as a role model for less experienced Business Analysts.
- Provide line management to Associate Business Analysts.
- Support community of practice activities within the business area and across Government.
Person Specification
Applicants should have experience in:
- Business analysis within agile or lean delivery environments.
- Building effective stakeholder relationships.
- Leading and managing investigations into business and technical processes, functions, information flows and data structures.
- Selecting appropriate business analysis methods and approaches.
- Supporting the development and continuous improvement of products and services across complex digital, data and technology teams.
- Delivering high-quality services, products or software at pace.
- Communicating effectively in writing and verbally with a range of audiences.
- Designing and communicating business analysis strategies and approaches that achieve strong business outcomes.
You must hold a BCS International Diploma in Business Analysis or be willing to work towards completing it within 18 months.
Working Arrangements
Full-time roles are based on 37 hours per week. Part-time applications are welcomed, although successful candidates must be able to work at least 35 hours per week due to business requirements.
The position is suitable for hybrid working. Currently, employees are expected to spend a minimum of 60% of their working time each month at their designated workplace or another work location when required for business reasons.
The role is based at the DVLA in Swansea.

Selection Process

Interviews are scheduled for the week commencing 2 November 2026 and will take place in person at the DVLA’s Swansea office.

Successful candidates will be required to undergo appropriate pre-employment checks, including a basic criminal record check and Baseline Personnel Security Standard checks.
The role is broadly open to eligible UK nationals, Irish nationals, eligible Commonwealth nationals and certain EU/EEA/Swiss nationals with the appropriate UK immigration or settlement status.
