About the Role

As an Operational Contract Manager, you will play an important role in the management, governance and assurance of contracts across HMRC’s Compliance Transformation Portfolio.

You will provide end-to-end operational oversight covering contract administration, supplier performance, financial management, contract governance, risk and issue management, delivery outcomes, supplier relationship management, procurement support, contract mobilisation and exit.

You will work closely with Commercial, Finance, Security, Strategic Business Partners, Senior Responsible Owners (SROs) and delivery teams.

Key Responsibilities

  • Support contract lifecycle management, including procurement, renewal, extension, mobilisation and exit.
  • Identify and mitigate contractual and supplier-performance risks.
  • Build effective relationships with internal teams, suppliers and external stakeholders.
  • Monitor suppliers against KPIs, SLAs and contractual deliverables.
  • Monitor contract budgets, invoices, actuals and forecasts.
  • Support security, onboarding and offboarding procedures.
  • Track resources against contracts and Statements of Work.
  • Improve processes to reduce cost, time and administrative effort.
  • Support the delivery of trusted, secure and resilient services.

Essential Requirements

Operational Contract Management

Experience managing contracts in large and complex organisations, including contract performance, supplier relationships, risk management, issue management and delivery outcomes.

Analytical Skills

Strong analytical capability with experience interpreting complex contract and performance data, identifying risks and opportunities, and developing evidence-based solutions.

Communication and Influencing

Highly developed communication and influencing skills, with the ability to build strategic relationships, challenge constructively, negotiate effectively and present complex information clearly to senior stakeholders.

Microsoft Office Skills

Advanced experience with:

  • Microsoft Excel
  • Microsoft Word
  • Microsoft PowerPoint
  • Microsoft Outlook

Desirable Experience

Experience working within a programme or portfolio environment would be advantageous.

Working Arrangements

HMRC operates flexible and hybrid working policies.

Colleagues are generally expected to spend 60% of their working time in the office. Where the role permits and the home environment is suitable, colleagues may work from home for up to 2 days per week, averaged over a calendar month.

Part-time and job-share arrangements are also available, subject to operational requirements.

Salary and Pension

National: £45,544 – £49,523 per year
London: £50,686 – £55,157 per year

New entrants normally join at the minimum of the relevant pay band.

HMRC contributes 28.97% towards the Civil Service Defined Benefit Pension Scheme.
