Job Overview

The UK Health Security Agency is recruiting an IT Service Asset & Configuration Lead to join its Tech IT Service Management team.

This is a senior IT Service Management role responsible for ensuring that accurate configuration and asset information is available to support critical ITSM processes, including:

  • Change Management
  • Incident Management
  • Problem Management
  • Release Management

The successful candidate will act as the organisation’s subject matter expert in Service Asset and Configuration Management (SACM) and will help establish and maintain a robust Configuration Management Database (CMDB).

You will work across internal teams and suppliers to improve configuration data quality, service reliability, risk management and IT service decision-making.

Key Responsibilities

CMDB Design and Delivery

The IT Service Asset & Configuration Lead will:

  • Design and deliver a scalable CMDB aligned with business and technical requirements.
  • Define the scope, depth and structure of configuration data and relationships.
  • Implement and manage the ServiceNow CMDB.
  • Use automated discovery tools and service mapping techniques.
  • Establish a phased CMDB implementation and continuous improvement roadmap.

SACM Governance and Process Management

You will:

  • Develop, implement and maintain SACM policies, standards and procedures.
  • Ensure SACM practices align with ITIL Service Transition and Service Operation principles.
  • Drive compliance with agreed SACM processes across internal teams and suppliers.
  • Establish and monitor controls for configuration governance.
  • Promote consistent adoption of SACM standards throughout the organisation.

Configuration Data Quality and Assurance

Responsibilities include:

  • Planning and executing population of the asset register and CMDB.
  • Conducting regular audits, validation and reconciliation of Configuration Items (CIs).
  • Identifying inaccurate, duplicated or missing configuration data.
  • Implementing corrective actions to improve CMDB data quality.
  • Defining and monitoring data quality metrics.
  • Producing configuration management reports.

Configuration Item Lifecycle Management

You will ensure that Configuration Items are properly managed throughout their lifecycle.

This includes working with service owners and lifecycle owners to maintain accurate status information for:

  • Hardware
  • Software
  • Applications
  • IT services
  • Infrastructure components

You will also ensure new and changed assets are accurately recorded during change and release activities.

IT Service Management Integration

Accurate CMDB information will be used to support wider ITSM activities, including:

Change Management

  • Supporting impact analysis.
  • Improving risk assessment.
  • Providing accurate configuration relationships.

Incident Management

  • Supporting targeted CI-based investigation and communication.
  • Helping technical teams identify affected services and infrastructure.

Problem Management

  • Linking known errors to relevant Configuration Items.
  • Supporting root-cause analysis.

Release Management

  • Ensuring appropriate Configuration Items are created and updated.
  • Supporting accurate release planning.

Stakeholder Management and Leadership

The successful candidate will:

  • Engage with technical teams, suppliers and stakeholders.
  • Communicate the value of CMDB and configuration management.
  • Influence adoption of SACM standards.
  • Provide expert advice on configuration management.
  • Act as an escalation point for SACM-related issues.
  • Address non-compliance and configuration management gaps.

Continuous Improvement

You will also:

  • Identify opportunities to improve SACM maturity.
  • Lead initiatives to improve CMDB accuracy and usability.
  • Increase automation of configuration management processes.
  • Support wider IT service transformation.
  • Support Service Integration and Management (SIAM) environments where applicable.

Essential Requirements

Applicants should have:

  • An ITIL qualification or substantial experience in IT Service Management with a focus on SACM.
  • Experience working with ServiceNow CMDB and associated data models, such as CSDM, or the ability to quickly develop this expertise.
  • Strong technical understanding of systems, infrastructure, applications and service relationships.
  • Proven stakeholder engagement and influencing skills across a diverse environment.
  • A strong ownership mindset with proactive problem-solving and delivery skills.

Desirable Experience

The following would be advantageous:

  • Experience working in SIAM or multi-supplier environments.
  • Experience with service mapping and dependency modelling.
  • Experience defining and managing CMDB data quality standards.
  • Knowledge of ITIL processes including Change, Incident and Problem Management.
  • Experience supporting service transformation or continuous improvement programmes.

Salary and Grade

This position is offered at Civil Service Grade 7.

Salary depends on the office location:

  • Grade 7 Inner: £60,494 – £70,566 per year
  • Grade 7 Outer: £58,340 – £68,574 per year
  • Grade 7 National: £56,185 – £66,581 per year

The salary is pro rata and is based on the location of the office.

Roles are normally offered at the minimum point of the applicable pay scale, although exceptional flexibility may apply where an applicant can demonstrate that they are already receiving a higher salary.

Location and Hybrid Working

The position is available on a hybrid basis from one of UKHSA’s core headquarters:

  • Birmingham
  • Leeds
  • Liverpool
  • London Canary Wharf

UKHSA operates a hybrid working model where business requirements allow.

Successful candidates will generally be expected to spend a minimum of 60% of their contractual working hours, approximately three days per week pro rata averaged over a month, working at one of the core UKHSA headquarters.
