About the Role

The Procurement Lead will support the Head of Finance in developing and delivering a procurement strategy aligned with the IAA’s organisational priorities.

The role involves providing practical procurement advice, improving contract oversight and supplier management, and ensuring that commercial decisions deliver value for money while meeting legal and governance requirements.

Working with internal teams and Home Office Commercial colleagues, the postholder will help strengthen procurement processes and ensure that purchasing and contract management activities are completed efficiently and transparently.

Key Responsibilities

Procurement Leadership

  • Lead procurement planning and delivery across the organisation, including ICT, automation and regional delivery.
  • Advise the Head of Finance and budget holders on procurement routes, approvals, commercial risks and value for money.
  • Promote effective, proportionate and compliant procurement practices.
  • Represent the IAA at relevant Home Office commercial forums and working groups.
  • Coordinate with Home Office Commercial on procurement advice, assurance and escalation.

Contract and Pipeline Management

  • Review existing contracts, software licences and supplier arrangements.
  • Monitor contract expiry dates, renewals and upcoming procurement requirements.
  • Maintain the contract register and commercial pipeline.
  • Ensure procurement activities are planned and completed in line with legislation, governance requirements and value for money principles.

Supplier and Contract Management

  • Support the implementation of practical contract management arrangements.
  • Monitor contract terms, supplier performance, renewal dates and service delivery.
  • Organise supplier review meetings and help resolve contractual issues.
  • Work with budget holders to define requirements, establish timelines and mobilise new contracts.
  • Coordinate procurement activities across teams to ensure clear accountability.

Governance and Compliance

  • Ensure procurement activity complies with the Procurement Act 2023, Cabinet Office controls, Home Office Commercial requirements and Government Commercial Function standards.
  • Maintain appropriate procurement documentation, audit trails and decision records.
  • Develop and maintain a commercial risk register.
  • Work with stakeholders to identify risks and monitor mitigation measures.

Stakeholder Engagement

  • Act as the first point of contact for procurement queries across the IAA.
  • Advise colleagues on sourcing options and appropriate procurement solutions.
  • Liaise with Home Office Commercial and Legal teams on frameworks, approvals and commercial assurance.
  • Work with the Head of Finance and Senior Leadership Team to align procurement activity with organisational priorities.

The successful candidate will also be expected to manage competing priorities, exercise sound judgement, make evidence-based recommendations and deliver high-quality work under pressure.

Essential Requirements

Applicants should demonstrate the following qualifications, knowledge and experience:

  • Membership of, or progress towards membership of, the Chartered Institute of Procurement and Supply (CIPS).
  • Proven experience in public sector procurement, ideally within an arm’s-length body, regulatory organisation or central government.
  • Good working knowledge of UK public procurement legislation, including the Procurement Act 2023, and relevant government commercial frameworks and controls.
  • Experience across the procurement lifecycle, from defining requirements and sourcing to contract mobilisation and supplier management.
  • Experience identifying and managing commercial risks and providing clear advice to support decision-making.
  • Strong communication, stakeholder engagement and negotiation skills.
  • Confidence working with senior colleagues and external suppliers.
  • Strong analytical skills and commercial judgement, including the ability to evaluate options and recommend practical solutions.
  • Experience in ICT, digital or business transformation procurement.
