About the Role

The Driver and Vehicle Standards Agency (DVSA) is recruiting an L5 Digital Learning Designer Apprentice to join its Learning & Corporate Development Team.

The successful candidate will support the design, development, implementation and evaluation of digital learning solutions, including bespoke eLearning and video-based resources.

The role involves working with colleagues, customers and stakeholders to identify learning needs and turn complex information into accessible, engaging learning products that meet DVSA standards and organisational priorities.

You will also have the opportunity to develop your professional skills while working towards the Level 5 Digital Learning Designer apprenticeship.

Key Responsibilities

Your responsibilities will include:

  • Consulting with stakeholders to identify learning requirements and develop suitable digital learning solutions.
  • Storyboarding and creating DVSA-specific eLearning products using appropriate technologies.
  • Supporting the development of digital learning using technologies such as videography, gamification and 360-degree virtual reality filming.
  • Hosting bespoke learning products on the organisation’s Learning Management System (LMS).
  • Monitoring and reporting on learning completion rates.
  • Supporting pilots for new learning products and services.
  • Helping assess whether learning solutions are suitable for internal delivery, external suppliers or online eLearning.
  • Working with procurement colleagues to source cost-effective solutions and contractors where required.
  • Building effective working relationships with colleagues, customers and other stakeholders.
  • Supporting continuous improvement and the delivery of learner-focused products aligned with DVSA’s Learning and Development strategy.

Requirements / Person Specification

Applicants should have a strong interest in digital learning and relevant skills or experience in areas such as:

  • Digital learning and eLearning technologies.
  • eLearning storyboard design.
  • Learning needs analysis.
  • The learning and development lifecycle, including design, development, implementation, delivery or facilitation, and evaluation.
  • Understanding and interpreting complex information and presenting it in clear, accessible formats.
  • Working collaboratively with diverse stakeholders both remotely and face to face.

Apprenticeship Eligibility

Applicants must meet the apprenticeship eligibility requirements. You must:

  • Be aged 18 or over.
  • Have the right to work in the UK.
  • Not be in full-time education.
  • Not be receiving funding for another learning programme when enrolled on this apprenticeship.
  • Have valid and eligible residency status and have been resident in the UK for the three years before the apprenticeship starts.
  • Hold five GCSEs at grade 4 or above, including English and Maths, or equivalent qualifications.
  • Hold two A Levels, including at least one digital subject at GCSE or A Level, or equivalent qualifications such as BTEC or T Levels.
  • Already hold CIPD Associate membership (Level 3 qualification in Learning & Development), or be willing to work towards this level.
  • Be able to start the apprenticeship in January 2027.

If you already hold or are studying towards a qualification at the same or a higher level that is similar in content, you may not be eligible.

Applicants must also not already be over-qualified or over-experienced in this type of work. Applications may be withdrawn if the eligibility requirements are not met.

Salary & Benefits

The salary is £30,485 per year.

Working Pattern

This is a full-time role of 37 hours per week.

Around 20% of working time will be dedicated to the apprenticeship, with three days of office attendance at a designated hub location.

The position is suitable for hybrid working, subject to business requirements. The current expectation is that at least 60% of working time each month will be spent at the designated workplace or another location required for business purposes.

Some travel to other offices and stakeholder locations may be required, including occasional overnight stays.

Alternative working patterns may be discussed with the vacancy holder, although the role is advertised as full-time and an alternative arrangement may not be available.

Visa Sponsorship / Right to Work

Visa sponsorship is NOT available for this position.

The DVSA states that it does not hold a UKVI Skilled Worker sponsor licence and cannot sponsor individuals for Skilled Worker sponsorship.

Applicants must already have the appropriate right to work in the UK before applying.

This is particularly important for candidates currently outside the UK or those who require Skilled Worker sponsorship to take up employment.

Civil Service Selection Process

The recruitment process will use the Civil Service Success Profiles framework and will assess behaviours, strengths and experience.

The process consists of:

Stage 1 – Online Test

Applicants will initially complete a Civil Service Work Strengths test assessing Ability.

Candidates who pass the test will be invited to complete the full application.

Stage 2 – Sift

Applicants will be assessed on:

  • Communicating and Influencing: a 250-word behaviour statement.
  • Experience: CV and a 750-word personal statement.

The personal statement should demonstrate relevant experience in digital learning, eLearning storyboard design and technologies, the learning lifecycle, and collaborative working with diverse stakeholders.

The sift is scheduled to take place from 7 October 2026.

Stage 3 – Interview

Interviews are expected to take place during the week commencing 26 October 2026 and will be conducted online through Microsoft Teams.

The interview will assess:

  • Communicating and Influencing.
  • Developing Self and Others.
  • Changing and Improving.
  • Strengths.

Candidates will also be required to prepare and deliver a presentation assessing the Changing and Improving behaviour.
