Important Location Restrictions

Due to workforce controls, Liverpool, Newcastle and Stratford are only available to existing HMRC staff in those locations.

HMRC staff based in Reading may also apply to move to Stratford in line with the relevant migration pathway. HMRC staff based at 100PS may also apply to move to Stratford.

Once a location preference has been submitted, it cannot be changed after the application is submitted.

About the IT Delivery Manager Role

As an IT Delivery Manager within HMRC’s Chief Digital & Information Office, you will support the delivery of medium to large-scale IT and digital change across the Borders and Trade landscape.

You will operate within a structured governance environment and help ensure that delivery plans remain on track, risks and dependencies are managed effectively, and projects remain aligned with business priorities.

The role involves working with multidisciplinary teams, stakeholders and delivery partners to maintain delivery momentum while balancing pace, cost and quality.

You will also contribute to improving delivery capability and helping teams continuously improve how they deliver value.

Key Responsibilities

As an IT Delivery Manager, your responsibilities will include:

  • Managing the delivery of medium to large-scale IT and digital projects or workstreams.
  • Maintaining delivery plans, governance arrangements and reporting.
  • Providing clear visibility of project progress, risks and issues.
  • Identifying, managing and escalating risks, issues and dependencies.
  • Supporting commercial and financial management activities.
  • Tracking project costs and supporting supplier engagement.
  • Working with multidisciplinary teams and external suppliers.
  • Maintaining alignment between delivery teams and business priorities.
  • Providing stakeholders with clear and timely delivery information.
  • Supporting informed business and delivery decisions.

Essential Criteria

Applicants should be able to demonstrate:

IT and Digital Delivery Experience

Experience managing or supporting the delivery of medium to large-scale IT or digital change.

Delivery Governance

Experience working within a structured delivery and governance environment, including delivery planning and risk and issue management.

Risk and Dependency Management

The ability to identify and manage risks, issues and dependencies while maintaining delivery control and momentum.

Stakeholder and Team Collaboration

Experience working across multidisciplinary teams and/or with suppliers to achieve successful delivery outcomes.

Communication Skills

Strong communication skills and the ability to engage stakeholders effectively and provide information that supports decision-making.

Delivery Methodologies

Working knowledge of Agile and/or Waterfall delivery methodologies, with the ability to apply them within a real delivery environment.

Person Specification

The successful candidate will take responsibility for projects or workstreams within a wider delivery environment.

Salary and Pension

The advertised salary is:

National: £45,544 – £49,523 per year

London: £50,686 – £55,157 per year

External applicants will normally join at the minimum of the relevant pay band.

HMRC also provides access to the Civil Service Defined Benefit Pension Scheme.

For the advertised national minimum salary of £45,544, HMRC states that it contributes approximately £13,194 towards membership of the Civil Service pension scheme.

The employer pension contribution is stated as at least 28.97% of salary.

Hybrid Working

HMRC describes itself as an office-based organisation.
