The Business Analyst position sits within HSE’s Change Team, part of the Operational Services Division. The Change Team includes three key areas:
- Transformation Office
- Programme and Project Management
- Business Design & Change
The successful Business Analyst will work with other analysts, Business Design & Change practitioners, business architects and operational specialists to support significant transformation programmes across HSE.
About the Role
The Business Analyst will help design, build and implement new operating models and digital services that support HSE’s strategic priorities.
The role involves analysing existing services and processes, identifying business and user requirements, designing future-state processes and supporting the implementation of new services, organisational structures and ways of working.
The successful candidate will also contribute to continuous improvement across HSE operations and may mentor or manage more junior Business Analysts.
This is an opportunity for an experienced Business Analyst to contribute to major transformation projects while developing their skills within HSE’s growing professional community.
Key Responsibilities
The Business Analyst will:
- Undertake business analysis, including performance and productivity baselining, demand analysis, impact and feasibility analysis, scenario modelling, activity-based costing and benefits tracking.
- Support the development of comprehensive transformation plans.
- Work with multidisciplinary teams and operational colleagues to design efficient, effective and user-focused services.
- Gather and refine business and user requirements for future operating models.
- Document current-state services, functions, end-to-end processes and user journeys.
- Design future-state processes, workflows and user journeys.
- Contribute to target operating models and organisational designs.
- Help define operational pilots and test scenarios.
- Report on outcomes and results and adjust proposed solutions where necessary.
- Work with operational teams to support process control, performance and compliance.
- Develop operational frameworks that support ongoing service delivery.
- Identify and manage key stakeholders.
- Adapt communication approaches to suit different stakeholders.
- Work collaboratively across HSE.
Requirements / Person Specification
Applicants should be able to demonstrate experience and skills in the following areas:
- Experience capturing user needs and requirements and documenting functional and non-functional requirements and user stories within a digital transformation environment.

Hybrid Working
HSE offers hybrid working, combining home and office working where the arrangement is suitable for the role.
The allocated HSE office will remain the contractual place of work. Employees working under the hybrid arrangement are expected to attend the office or another business-related site for approximately 60% of their working week.
Office attendance will depend primarily on business requirements, while personal and other relevant circumstances may also be considered.
