About the Role
The Senior Systems Business Analyst will play a key role in supporting and improving the Council’s Mosaic social care case management system and other case management systems.
The role combines business analysis, systems support, process improvement, technology and leadership. You will work closely with operational teams, including social care professionals, as well as technical colleagues, senior managers and external suppliers.
You will analyse business processes and requirements, identify opportunities for improvement and help turn these requirements into practical system and process solutions.
The position also involves hands-on technical work, including system configuration, testing, implementation and resolving complex system issues.
You will contribute to the systems support function, help manage competing priorities, support the development of the systems roadmap and assist with the development of other business analysts.

- Lead and develop the Mosaic system support service.
- Support the wider case management systems used by the Council.
- Analyse business processes and gather system requirements.
- Identify opportunities for process and service improvement.
- Deliver system configuration, testing and implementation.
- Manage complex system issues, support requests and performance concerns.
- Contribute to digital transformation and technology improvement projects.
- Work with stakeholders to develop and implement practical business solutions.
- Manage competing priorities across the systems support function.

- Support data quality, governance and regulatory compliance.
- Build effective relationships with service managers, ICT teams and external suppliers.
- Lead, coach and support the development of colleagues within the systems support function.
Requirements / Person Specification
The Council is seeking candidates with strong experience in a systems-focused Business Analyst, Systems Analyst, Project Manager or similar role.
You should have:
- Strong business analysis, process improvement and problem-solving skills.
- Experience supporting or delivering changes to complex business systems.
- Strong stakeholder management and communication skills.
- Confidence working with senior managers, operational teams, technical specialists and suppliers.
- Experience leading work and managing competing priorities.
- Experience supporting or developing other colleagues.
- A practical and solutions-focused approach.
- The ability to work between strategic planning and hands-on systems delivery.
- Good understanding of requirements analysis and business process improvement.
Experience of social care, local government or case management systems such as Mosaic would be advantageous. However, the Council states that strong transferable systems and business analysis experience will also be considered.
Working Pattern
This is a hybrid and front-facing position.
Employees will be required to work on site for a minimum of two days per week, with additional attendance potentially required depending on service needs.
The role may involve working from different Council locations within the borough.
Flexible working arrangements may be considered where they can be accommodated alongside the operational needs of the Council.
