About the Role
Defence Business Services (DBS), part of the Ministry of Defence, provides corporate services to more than 1.2 million end users, including serving and former military personnel, their families, MOD civil servants and industry.
The DBS Business Analyst will understand and analyse user and business needs, helping ensure that outcomes align with service vision and business strategy.
The role involves working with stakeholders to support the design, development and delivery of solutions that meet user needs.
Key responsibilities include:
- Gathering and analysing business requirements.
- Mapping current and future business processes.
- Carrying out gap and impact analysis.
- Evaluating business benefits.
- Managing stakeholder engagement.
- Facilitating discussions with business owners and users.
- Coordinating systems analysis and ensuring business requirements are translated into technical solutions.
- Applying recognised methodologies, quality gates and assurance processes.
- Maintaining traceability and auditable processes.
- Supporting business improvement and delivery of project benefits.
- Contributing to business solution design.
- Producing and supporting project documentation, including functional specifications, user stories, UAT plans, business cases, frameworks and guidance.
Essential Experience
- Change management experience in a project delivery environment.
Desirable Experience
- Knowledge and experience of shared services within the public sector.
Qualifications
Applicants should have, or be willing to work towards, relevant qualifications such as:
- Government Project Delivery Accreditation – Practitioner Level.
- APMG Agile Business Analysis Practitioner.
- BCS International Diploma in Business Analysis.

Salary and Benefits
The salary is £46,040 per year, with the Ministry of Defence contributing £13,337 towards membership of the Civil Service Defined Benefit Pension Scheme.

Where business needs allow, some roles may operate under a non-contractual hybrid working arrangement. Office-based employees are generally expected to spend a minimum of 60% of their working time in the office, subject to site capacity and workplace adjustments.
Security and Eligibility
Successful candidates must meet the required security standards, including Security Check (SC) clearance.
A basic or equivalent criminal record check will also be required.
The role is broadly open to eligible UK nationals, Irish nationals, certain Commonwealth nationals with the right to work in the UK, eligible EUSS nationals and family members, certain individuals with settled or indefinite leave to remain, and eligible Turkish nationals and family members.
Important Information
The post does not offer relocation expenses.
External recruits who are new to the Civil Service will normally be subject to a six-month probation period.
