About the Fees and Income Planning Team

The Fees and Income Planning Team sits at the centre of the Finance Directorate and works across the Home Office.

The team advises Ministers on the financial implications of fees policy, supports the setting of fees for new routes and services and ensures that the Department has an appropriate legal basis for the income it generates.

The team’s work is particularly important because income generated by fees generally accounts for around 70% of the Department’s total income.

The successful applicant will work closely with Finance Business Partners, policy colleagues and operational commands including:

About the Unit Costing Team

The Unit Costing Team calculates and reviews unit costs across the Border, Immigration and Citizenship System.

These calculations support:

  • Fee-setting decisions
  • Cost recovery analysis
  • Transparency reporting
  • Strategic financial planning
  • Financial modelling
  • Assessment of the Department’s cost base

The team ensures that costing methodologies comply with HM Treasury’s Managing Public Money guidance.

Role Summary

The Home Office is seeking an experienced finance professional to manage key costing models and provide high-quality financial information to support important business decisions.

As a Fees and Income Planning Officer, you will work with finance, policy and operational stakeholders to develop and maintain costing models, analyse financial and operational information and provide advice to senior stakeholders.

The role also provides an opportunity to:

Key Responsibilities

  • Lead engagement with policy and operational teams to understand policy impacts and develop financial and costing models.
  • Oversee the development, maintenance and continuous improvement of cost models.
  • Support scenario planning and reporting requirements.
  • Develop financial models that respond to changing data and technology solutions.
  • Produce and maintain financial models for fee-setting.
  • Support cost recovery analysis.
  • Support unit costing, financial accounts and transparency reporting.
  • Ensure cost drivers, assumptions and methodologies are clearly documented.
  • Ensure costing approaches comply with Analytical Quality Assurance standards.
  • Provide expert advice to Finance Business Partners and other stakeholders.
  • Advise stakeholders on unit costing and overhead allocations.
  • Support financial scenario modelling.
  • Develop an understanding of the relationship between operational and financial systems.
  • Ensure operational volumes are accurately reflected in costing and pricing.
  • Provide leadership through line management responsibilities.
  • Deputise for the G7 Head of Unit Costing when required.

Essential Criteria

Applicants should demonstrate:

  • Experience of developing cost models within a complex organisation, or the ability to learn and apply cost-modelling techniques effectively.
  • Ability to interpret and question financial and/or performance data.
  • Ability to communicate complex financial models and information clearly to stakeholders.
  • Ability to prioritise important activities while working in a fast-paced environment.
  • Strong IT and data analytics skills, including intermediate or advanced Excel skills.
  • Strong leadership skills and the ability to work effectively as part of a team.
  • Ability to demonstrate ownership and build collaborative relationships.
  • Ability to work independently and proactively using digital tools and data insights.
  • Confidence leading others on high-profile areas of work.
  • Experience working within a finance environment using Metis finance systems or an equivalent system.

Desirable Criteria

  • Good knowledge of finance processes and procedures.

  • CCAB qualified
  • CIMA qualified
  • Part-qualified
  • Or currently studying towards an appropriate qualification

A full CCAB qualification may also qualify eligible SEO staff for the additional £4,000 allowance.
