About the Role

Luton Borough Council is looking for Estates Officers to help keep its housing estates clean, safe and well maintained while providing a visible and responsive service to residents.

You will carry out regular inspections of communal areas across the Council’s housing stock, identifying issues and taking appropriate action to maintain standards relating to health and safety, fire safety, cleanliness, customer satisfaction and value for money.

The role involves working closely with colleagues and partner organisations to resolve estate issues, including taking enforcement action where necessary.

You will also build positive relationships with tenants, leaseholders, residents and partner organisations, representing the Council at meetings and helping to find practical solutions to complex estate issues.

Key Responsibilities

  • Inspect communal areas and housing estates regularly.
  • Identify and address health, safety, cleanliness and maintenance issues.
  • Work with colleagues, contractors and partner organisations to resolve problems.
  • Support antisocial behaviour cases, including preparing witness statements and attending court.
  • Manage equipment such as CCTV to support casework.
  • Carry out regular audits and risk-based inspections.
  • Maintain accurate records and monitor performance.
  • Produce reports and support customer involvement.
  • Encourage residents to take an active role in their communities.
  • Monitor contracts and service standards.
  • Identify breaches and take appropriate enforcement action.
  • Respond flexibly to urgent situations when required.

The role operates across a seven-day rota, including weekends and outside normal working hours when required.

What Luton Council Is Looking For

Applicants should have experience in customer service, housing, estates or property management and be comfortable working in a frontline environment.

You should be able to:

  • Deal calmly and professionally with challenging or sensitive situations.
  • Build effective relationships with customers, contractors and partner agencies.
  • Manage your own workload and prioritise cases.
  • Meet deadlines and maintain accurate records.
  • Monitor contracts and service standards.
  • Take appropriate enforcement action.
  • Interview and support witnesses, victims and perpetrators of antisocial behaviour.
  • Produce clear reports and legal statements where required.
  • Use IT systems confidently.
  • Work in accordance with equality and inclusion principles.

Knowledge of tenancy conditions, enforcement procedures and estates management would be advantageous, including contract and risk management, building construction, COSHH, fire safety and the Regulator of Social Housing Consumer Standards.

A full driving licence with business insurance, or the ability to travel across Luton and surrounding areas, is required.

Because of the nature of the position, the appropriate level of criminal record disclosure will be required. The post is exempt from the Rehabilitation of Offenders Act 1974, meaning applicants will need to make the relevant declarations regarding cautions and convictions.

A criminal record will not automatically prevent someone from being appointed. Luton Council states that offences will be considered in relation to their relevance and risk to the role.
