About the Role
Malvern Hills and Wychavon District Councils are recruiting a Parking Administration Officer to join their Parking Services Administration Team, which supports services across eight councils.
This is an opportunity for someone looking to develop a career in administration while gaining experience in customer service, investigations, regulatory processes and decision-making. Structured training and practical experience will be provided to help the successful candidate develop the necessary skills and knowledge.
The role requires a professional approach, strong attention to detail and the ability to deliver accurate work within strict statutory deadlines.
You will review parking-related correspondence, assess appeals and evidence, and register unpaid Penalty Charge Notices as debts through the Traffic Enforcement Centre. You will also ensure that statutory procedures are followed correctly and within the required timeframes.
Previous experience in parking services, civil enforcement, debt recovery, legal administration, appeals handling, local government or a similar regulatory environment would be beneficial. However, full training will be provided.
Key Responsibilities
- Review and assess parking-related correspondence as part of the appeals process.
- Examine evidence objectively and make consistent decisions in line with relevant legislation, policies and guidance.
- Register unpaid Penalty Charge Notices as debts through the Traffic Enforcement Centre.
- Ensure statutory processes are completed accurately and within strict deadlines.
- Use relevant IT systems to manage administrative tasks and maintain accurate records.
- Communicate professionally with customers and other relevant parties.
- Organise and prioritise workloads to meet deadlines and maintain high service standards.
About You
The successful candidate should demonstrate the following skills and qualities:

- Excellent attention to detail, accuracy and consistency in administrative work.
- Strong written and verbal communication skills, including telephone communication.
- The ability to remain calm, organised and professional under pressure.
- Effective planning, organisation and workload prioritisation skills.
- A commitment to delivering high-quality customer service.
Experience in a relevant administrative or regulatory role would be an advantage, but previous parking services experience is not essential because training will be provided.
