Civil Enforcement Officer

Malvern Hills and Wychavon District Councils are recruiting a Civil Enforcement Officer to join the parking services team in Pershore, Worcestershire.

The role involves patrolling on-street and off-street parking areas, issuing penalty charge notices where vehicles breach Traffic Regulation Orders, checking ticket machines and helping members of the public use local parking facilities.

This is a permanent, full-time position involving outdoor work, extensive walking and a rota that includes weekends and bank holidays.

About the Role

Wychavon District Council operates parking services across the Wychavon area and provides services to other local district councils.

As a Civil Enforcement Officer, you will work mainly on foot across different locations, helping maintain effective traffic flow and ensuring parking restrictions are followed.

The position offers an opportunity to work directly within local communities while supporting the effective use and accessibility of parking facilities.

Key Responsibilities

Your duties will include:

  • Issuing penalty charge notices to vehicles parked in breach of applicable Traffic Regulation Orders.
  • Patrolling on-street locations throughout the Wychavon district.
  • Monitoring off-street council car parks.
  • Moving between different patrol locations throughout the working day.
  • Helping maintain good traffic flow within local areas.
  • Carrying out ticket machine checks.
  • Assisting members of the public with the use of parking facilities.
  • Working across different local areas when required.
  • Undertaking other duties appropriate to the role.

Requirements

The successful applicant should have:

  • A good standard of education, including qualifications in English and Mathematics.
  • Good communication and interpersonal skills.
  • The ability to remain calm and professional when dealing with sensitive or confrontational situations.
  • A motivated and positive approach to work.
  • The ability to work independently and use initiative.
  • Experience in a similar role or relevant customer-facing experience such as customer service, retail or hospitality.

Travel and Outdoor Working

This role requires regular travel throughout the district and surrounding villages.

Applicants must have access to a vehicle and be able to use it for work purposes. Business-use insurance will be required.

The position involves working outdoors in different weather conditions and walking for extended periods, potentially seven or more hours per day.

You must also be able to work a rota covering a range of shifts, including weekends and bank holidays.

Working Pattern

The position is based on 37 hours per week, worked on a rota.

The rota may include:

  • Weekday shifts
  • Weekend working
  • Bank holiday working
  • Different shifts according to operational requirements
