Summerhill Services Limited is recruiting an Estates Officer to support the Senior Facilities Manager in planning, managing and monitoring a comprehensive Estates Service for its secure care services.
The successful candidate will manage the Estates maintenance team and help ensure that maintenance, compliance, health and safety, contracts, budgets and resources are managed effectively.
The role is based at the Tamarind Centre in Birmingham, although there may be occasions when the postholder is required to work at an alternative location to meet service needs.
Main responsibilities
- Manage the Estates maintenance team and ensure an effective and compliant Estates service.
- Plan and monitor planned preventative maintenance (PPM) and ensure compliance tasks are completed.
- Plan and schedule reactive maintenance works.
- Oversee Estates health and safety requirements.
- Manage contractors and external service providers.
- Undertake project management for statutory standards, backlog maintenance and minor works schemes.
- Develop project briefs and support procurement, contract and performance management.
- Support clinical management with operational estate matters.
- Represent the Estates function at relevant clinical and operational meetings.
- Manage, monitor, forecast and report on budgets and expenditure for service contracts.
- Manage Estates services and associated resources in line with organisational and financial objectives.
- Support energy management and sustainability objectives.
Essential qualifications and experience
Applicants should have:
- An ILM or equivalent postgraduate management/leadership qualification, or significant demonstrable managerial experience.
- Experience of procurement requirements.
- Experience managing and motivating directly employed staff, commercial consultants and external contractors.
- Significant experience managing and monitoring service contracts.
- Experience managing budgets.
- Experience developing and managing planned preventive maintenance programmes and reactive maintenance works.
- Strong planning and organisational skills.
- Experience managing capital projects.
Desirable qualifications and experience
Desirable experience or qualifications include:
- Relevant CITB/EITB/JIB apprenticeship and City & Guilds qualifications.
- Post-apprenticeship qualifications or relevant certified training.
- IPAF certification.
- C&G 2391, 2394/2395, 2382 or 2377 qualifications.
- National Certificate in Electrical Engineering.
- HNC/HND in Building Services or Facilities Management.
- Membership of a professional body.
- IOSH/NEBOSH Health and Safety qualification.
- Experience working with external organisations.
- Experience working in a mental health environment.
- Significant NHS Estates Management experience or equivalent.
- Knowledge of technical issues within healthcare environments and statutory compliance requirements.
